MIKTA Joint Statement at the 78th of World Health Assembly
MIKTA Intervention – Following the Adoption of the Pandemic Agreement

I am speaking on behalf of Mexico, Indonesia, the Republic of Korea, Türkiye and Australia. MIKTA welcomes the adoption of the WHO Pandemic Agreement. This new treaty to prevent, prepare for and respond to pandemics is a historic milestone that proves multilateralism delivers tangible results when driven by political will and collective commitment.
Our group brings together countries from different regions, with diverse realities, priorities, and experiences. Yet, what unites us is a shared belief in the value of inclusive, legitimate, and cooperative multilateral solutions to global challenges.
The adoption of the Pandemic Agreement is a crucial step forward. As we look ahead, the development of the Pathogen Access and Benefit-Sharing System outlined in the Agreement will be an important area for further consideration in accordance with national priorities and contexts as agreed in the Agreement
MIKTA countries stand ready to engage constructively in this critical work. The system must be fair, functional, and grounded in the principles of equity and solidarity. It must also respect the sovereignty of States while ensuring timely access to pathogens and the fair sharing of benefits derived from their use—to enable rapid responses both during emergencies and beyond.
We also highlight the importance of maintaining political momentum and fostering international cooperation to:
- Promote coherence and complementarity in the implementation of the Pandemic Agreement and the International Health Regulations (2005);
- Ensure transparency, inclusive participation, and accountability in future governance arrangements;
- Support developing countries with concrete means for preparedness and capacity-building;
- Enhance research and development for pandemic-related health products;
- And promote a holistic “One Health” approach for pandemic prevention, preparedness, and response that emphasizes cross-sectoral coordination, taking into account national circumstances.
MIKTA reaffirms its commitment to continued collaboration in this new phase. Only through an inclusive, and solidarity-based approach can we build a stronger, fairer, and more resilient global health system for future generations.
